Waiver on English Language

Dear Sir/Madam,
Recently, One of my friend accepted to business school in USA without of English Language requirement instead he indicate medium of instruction certificate because he studied his bachelor level degree education in English, ln this regard Is English requirement is important in such matter or it is must when the time he use to apply or have an interview for F-1 visa at U.S. embassy.
Nowdays, he cannot afford to pay, but he decided to apply for student loan, where loan is disbursed by international lending organization.
Kindly, i ask you that' will U.S. embassy approves his visa application or not?
